API v2 - Last Call for Comments on PRD

All, I just wanted to put out one last call for comments on the PRD. If i don't get anymore feedback by end of day, I'll consider it approved and I'll begin dev tomorrow.

Jochen, 

Good catch on the issues you found in the PRD. I fixed everything you commented on. I also found a few other inconsistencies based on you comments and corrected those too. Unless you have any other comments or concerns, I'm going to consider this the scope and start dev. The first PR will just be skeleton work, the CI, and making sure I adhere to the dev standards. You should see that PR in about a week or two.
