missing indicia link not displayed if statement of ownership exists

i found this today on DAREDEVIL #29  https://www.comics.org/issue/4245/ where the missing indicia link is not displayed if a statement of ownership exists.   NOTE: I am uploading the missing indicia today, so it may exist when you go to review.

but the overall issue dispaly does confirm the indicia is missing

and if i click on the SOO link for issue #29, you can clearly see on the upload page the indicia is missing

Seems like the display logic on the main issue page needs a minor fix to ensure that if the indicia is missing, but SOO exists, it still shows up on the right side navigation?

NOTE: You can see this issue live on https://www.comics.org/issue/3552/ #23 -- as I do not have a scan for that to push today.

The link says:
No Issue Scans
which is replaced by links to the scan links.

If there is a SoO link, but no indicia link it is clear that there is a
missing indicia.
