[GrandComicsDatabase/gcd-django] Provide a migrate editing button (Issue #537)

To migrate editing credits, you currently must:

• Click edit issue button
• Scroll down to editing fields
• Click save and migrate editing button
• Scroll down to review migrated data
• Click save and return to changeset

If editing credits need migrating the first 3 steps could be combined into a single button on the main editing form, similar to the migrate credits button that exists for individual stories. This would encourage more migration of editing credits and reduce the number of steps needed.
