[GrandComicsDatabase/gcd-django] For new variants display the preceding issue compare copy button like we do when its approved (PR #692)

To test locally i added a new base issue (23) and approved, and then added another base issue (24) after that and approved (so i have enough changesets locally) and then start to add a new variant of 24:

To test i haven't broken already approved variants, i added one, approved it and went back to edit it, and the buttons display and work as they did before. I also confirmed adding a new base issue works as before and copies all ok.
