Updated GCD development environment (Django 1.7)

Hi folks,

  It should now be easy to bring up a development environment with Django 1.7.  For anyone who was waiting to get past the awkward conversion from Django 1.4 + South database migrations to Django 1.7 with native database migrations, your wait is over :-)

  I would recommend creating a completely new development environment and loading a new public data dump rather than attempting to upgrade an existing environment.
