Frequency can describe both how often a given newspaper is published and how often a given strip is produced.  A paper may be be published less often than a strip is produced, in which case it may simply drop some installments, or may run multiple installments per issue.

Frequencies are:

Daily.

Weekdays.

Thrice weekly.

Twice weekly.

Weekly.

Fortnightly.

Monthly.

Are there bimonthly newspapers?  Quarterlies?  Biannuals?  Annuals?  Or, more to the point, are there such papers that carry comic strips?

There are definitely bimonthly and quarterly papers.  At this point, I'm not sure if any of them carry comics.

I think that is pretty much all of them. Unless we have some odd one-shot newspaper out there.
