Just as an FYI, the GCD is on the advisory board of the International Comics Studies program. I need to post an update to the board list; I met with Pete Coogan (the ICS director) at the San Diego con this year and talked with a bit about the ICS. I think that the goals you outline below are actually served by the ICS, and we might, instead, set a goal of contributing some amount of money to the ICS (and the CBLDF and the Heroes Initiative and possibly some non-American centered organization).
As I said in the message I sent a few minutes ago, our chartered mission is to support the database and to further scholarship and education. I'd want an accountant to look at it before we gave money to CBLDF or the Heroes Initiative, though they are both fine causes.
We could easily pass money to ICS. And I would support that.
But...
...I think that we should have our own conference and i don't mean for that to compete with ICS. Any scholarly field you want to name has multiple conferences supported by multiple organizations in any given year. I would like for potential presenters to submit abstracts of their papers and for us to have a committee of serious GCD researchers vet those abstracts before we issued invitations. I'd like for our (hypothetical) conference to become the prestigious comics scholarship venue. But, that is not particularly germane right this red hot minute.
And I'd like to offer travel stipends to individuals with the stipulation that their research produce a publishable product so that we would know our money had been well-spent. I think this one should be one of our five-year plan goals.
GOAL: Create, advertise, and award travel stipends for comics scholars and researchers to help defray research-related travel expenses.
PLAN: Create a fund for awarding this stipends, totaling $1000 (5 $200 rewards) and advertise them in appropriate venues.
MEASURE: 5 travel stipends awarded by 2014.
We will need to created verbiage to show how any goals we establish will directly support the GCD mission, but that's pretty simple for anything related to money
