Service call error on google cloud build

Hello, would like to ask if anyone has encountered this issue on cloud build (snippet on attachment). I've only started encountering this after updating our firebase and firebase admin sdk to the latest version to use the emulator suite. I've tried searching all over to see how to fix this issue but I can't seem to find anything related to it. Its not consistently happening meaning sometimes after retrying the build, the integration tests passes but its still problematic because we almost always encounter this and every rerun is pricey. Hoping someone could help many thanks.
