What steps will reproduce the problem?
1. resource.xml file from previous version (2.1.1) with no copyright
information tag and <coreType>OCCURRENCE</coreType>
2. go to Manage resources
3. go to Edit metadata
4. (Core) type shows as "select a type" (=BUG)
5. Data licence shows "No licence selected"
6. Pick a value for Type and Licence
7. Error "Data Licence is required." is shown, nothing is saved (=BUG)
8. User will not be able to publish further versions of the resource

What version of the provider software are you using? The version should be
displayed in the footer of any page.

upgrade from 2.1.1 (previous) to 2.2.1-r5193 (current version)
