Either allow additional paragraphs to be entered one at a time, or honor
HTML break tags on display.

Additional info:

In order to break a description into paragraphs in the GBIF Portal, the
metadata provider can enter HTML break tags in the description. The IPT
homepage renders the description as text and not HTML therefore the break
tags have no effect.
