On the Administration page:

1. Provide a mechanism to check whether the installed extensions use the
latest version. This can be done by downloading the index.xml file from
http://rs.gbif.org/core/ and http://rs.gbif.org/vocabulary/ which lists the
latest versions. At the same time this check should update the IPT's
vocabularies in use replacing the Update Vocabularies functionality on the
Extensions page, which can be removed.
2. Alert admins if there are new versions of installed extensions that they
should upgrade to
3. Inform admins that no further upgrades are required when all installed
extensions are confirmed to use the latest versions
