Untrue. Even western culture has only held this counterempricality

Some cultures have/had no concept of a homosexual orientation.
Once such culture was the one inhabited by the historical Jesus.
Other cultures had the concept and thought of it much as we think
of left handedness, ie it happens, affects noone, harms noone,
means nothing.

This argument is meaningless. If something is in contradiction
to the laws of nature, it doesn't exist. If it occurs everywhere in all
cultures (whatever they may think of it), that's a pretty good
indication that it's built into the system.
