Important VEKN Rules team ruling

For those not following the vekn.net site, there was an important
rules update today (7/7 strikes again)

In summary, subject to a few conditions, it's now possible to hold
rated tournaments which allow printed proxies.

Other important bits are:

- Every proxy card must be a color-copy of the original card, on
standard paper, backed by a VtES card (as for the PDF expansions)
- The quality of the print must allow the reading of the illustrator's name
- The organizer must mark the event as 'allowing proxy cards' on the
VEKN calendar
- This does not apply to National Championships and Continental Championships.
