FRAdeveloped this capital cost estimating guidance for project sponsors and the railroad industry as part of its continuing efforts to provide technical assistance and ensure successful project delivery.

The Cost Estimating Format has eight parts that reflect the proposed costs of each large project. The structure of the tool mirrors the applicant-general contractor-subcontractor relationship for eligible work.

Section 205e(3) of the Disaster Mitigation Act of 2000 directs FEMA to establish a methodology, consistent with industry practices, for estimating the cost to repair, restore, or replace eligible public facilities that are damaged during a major disaster. To accomplish this objective, FEMA is directed to establish an expert panel consisting of industry, State and local representatives to develop cost estimating procedures.

The below documents are Federal Emergency Management Agency summary meeting notes from the first meeting of the expert panel on cost estimating for the public assistance program. This meeting was held at the Crystal City Marriott in Arlington, Virginia on June 26 and June 27, 2001.

The topic of estimating can be a contentious one. Teams may be reluctant to estimate for fear of creating something stakeholders will use against them. Clients and stakeholders will always want to know what will be delivered and when, but how do you predict this if the work is new or unfamiliar? And if you work in an environment where estimates are usually wrong, should you skip estimating altogether and just get on with building something?

Remember, I want you to give me a range of years that you are 90% confident will contain the correct year. You might then think that if Elvis was recording at the age of 20, and had hits in the fifties, an early year of his birth could be 1930.

So for my other questions I deliberately ask for answers that might be more difficult to narrow down. For example I might ask how many iPads were sold in 2019, or how many athletes competed in the 2016 Olympics, or for the length of the Seine River.

How quickly a certificate can be completed depends on how many courses total are required for your specific certificate program, the upcoming schedule of when required courses will be offered, and how many classes you plan to take each term. The minimum completion time for our construction estimating program is three (3) months. For all certificate programs, however, you are expected to complete the required courses within two years of starting the program. Our program coordinator can also assist you with planning your coursework once you've decided on a program.

Our construction courses feature a mostly asynchronous virtual instruction learning modality. Courses in this modality feature instruction provided through a combination of recorded and limited direct instruction with academic activities, quizzes, etc., at the arranged times and dates described in the footnotes and syllabus unless otherwise noted. Content may be open for restricted periods.

Mostly Asynchronous courses may be preferable for students in different time zones as they provide the flexibility to work on your schedule at your own pace. However, these courses may require group activities and arranged meetings with faculty.

Examines the materials used to construct a variety of structures, highways, utilities, and residential buildings. Includes terminology; interpretation of plans; and specifications to assure that correct materials are ordered, applied, and utilized. Methods of identifying materials delivered to the job site, methods of handling, quality control procedures for testing, and inspection of private and government work will be emphasized. Special emphasis will be given to the relationship of each material to the Uniform Building Code.
