Therules specified in the DSA primarily concern online intermediaries and platforms. For example, online marketplaces, social networks, content-sharing platforms, app stores, and online travel and accommodation platforms.

The DSA includes specific rules for very large online platforms and search engines. These are online platforms and intermediaries that have more than 45 million users per month in the EU. They must abide by the strictest obligations of the Act.


The Digital Markets Act includes rules that govern gatekeeper online platforms. Gatekeeper platforms are digital platforms with a systemic role in the internal market that function as bottlenecks between businesses and consumers for important digital services. Some of these services are also covered in the Digital Services Act, but for different reasons and with different types of provisions.


For example, some large platforms control important ecosystems in the digital economy. They have emerged as gatekeepers in digital markets, with the power to act as private rule-makers. Their rules sometimes result in unfair conditions for businesses using these platforms and less choice for consumers.


Another concern is the trade and exchange of illegal goods, services and content online. And, online services are being misused by manipulative algorithmic systems to amplify the spread of disinformation, and for other harmful purposes.


Therefore, the European Union adopted a modern legal framework that ensures the safety of users online, establishes governance with the protection of fundamental rights at its forefront, and maintains fair and open online platform environment.


The Commission has informed X of its preliminary view that it is in breach of the Digital Services Act (DSA) in areas linked to dark patterns, advertising transparency and data access for researchers.

Digitisation converts physical content to digital format so that, if the item should ever be lost or destroyed, a copy is always retained. We use bespoke, specialist flatbed scanners, which place the absolute minimum of pressure, mitigating any chance of damaging the precious original materials during the digitisation process. We can scan any size in a variety of DPI and creating a variety of output formats. We will generally produce image files between 1200ppi and 4000ppi in TIFF and JPEG formats, although we can produce other file formats such as PDF, PDF/A, JPEG 2000, BMP etc. Images can be produced in full colour or greyscale and we can enhance or graphically restore them too.


We initially capture to RAW format and are able to capture in full colour or greyscale. From this original image we are then able to produce outputs in TIFF, JPEG, JPEG2000, PNG, BMP and Adobe PDF file formats, either uncompressed or with compression applied.


The resolution to which we capture varies dependent on the medium being digitised and the goals of the project. However, as a guide, we would ordinarily capture photographs at 600ppi (pixels per inch), 35mm slides at a minimum of 1200ppi, and books and other medium format items at 300ppi.

Newspaper digitization is extremely challenging. The source material, intended to be disposed of shortly after being read, is a challenge to preserve. Libraries sporadically collected material beyond the large dailies. Varying font-sizes in numerous columns laid out in inconsistent patterns confuses OCR engines.
