Is it allowed to use gantry framework in a theme i plan to sell on the themeforest marketplace?

The short answer is (YES) but There where some extra effort that you need to take to get approved for WordPress, basically some code where needed to be changed in the Theme for requirements to pass but I would recommend for WordPress you

wait for Gantry5 which is very soon according to Rocketheme's blog. But if you want you can give it a go with Gantry 4 go ahead but templates will not be compatible with Gantry5!
