I suddenly have this issue too, if I download a file, it downloads, but if I download a folder, it says "The item couldn't be downloaded. Please check your internet connection, then try again." - obviously not the Internet as individual items download fine! - very frustrating, please fix this Apple!
Similar issue here. I started syncing some files to Google Drive recently and I am wondering if that has anything to do with it. Around the same time I also told icloud not to manage storage but streaming some files, but just to keep all the icloud files downloaded locally all the time.

While iCloud file sync leaves a lot to be desired and is buggy and sometimes freezes, the "This item couldn't be downloaded." issue went away when I uninstalled Google Drive - I think this is possibly one for Google to fix instead!
I just had this happen to me and all of the recommendations weren't working. I tried so many things from checking updates, to restarting my computer, to checking my applications and making sure Xcode was up to date (it wasn't) and once that updated, the issue still wasn't fixed. I am running Monterey for my system and recently started backing up my files to iCloud. Last night was the first occurrence when I received the forsaken "couldn't find a helper application" error when trying to compress a file for class.
I'm able to log in to iOS devices and Apple's apps, like the App Store Connect App. I was even able to log in to the Apple Support App and change my password, but I still couldn't access any Apple websites. If I try to log in to icloud.com, searchads, appstoreconnect.apple.com, developer.apple.com, or appleid.apple.com I immediately get the same error and no 2FA code is sent.

jmcrawf Thank you again for your reply! I gave up yesterday after hours of trying to figure out what the issue was. Initially, I didn't have permission to use iCloud as an Admin. After uninstalling/reinstalling iCloud, following the steps, I still couldn't get the fix to work on my 2nd laptop. Woke up this morning, and the issue resolved itself?!?! I simply hit "Wrong Password" in my Outlook and wouldn't you know it, it changed to "Refresh" and my calendars updated. I couldn't believe it. My fingers are crossed this will stay fixed. Your fix got my calendars syncing again across laptops AND stopped the annoying icloud password request over and over again. Thank you so much for your fix!!!
"We couldn't make your iCloud Music Library available. Click on the retry button"I ran beatunes based on my library xml file, about 49000 songs. Ever since i ran it, i can't access my icloud library anymore with itunes. I just tried on 2 machines.
It does appear that some of the playlists i made with matchlist have showed up on my phone and in itunes, so its at least partly worked.
When i launched iTunes on the 2nd machine it doesn't appear to have the songs that were added during the last few weeks on the machine i ran beatunes analysis.
Any ideas on why and how to fix it?
Also do i need to download my entire library to my hard drive to get the full functionality of beatunes, such as making matchlists?
if i want to run beatunes on a new computer instead of the one i rand the week plus long scan on, is this an easy procedure, or do i just start over on the new machine?
Is there any problem with restarting the computer/beatunes during one of these long analasys's?

this seems to have solved my problem and i am able to download my cloud songs to have them analyzed now. - "I had this issue, fixed it by the following steps: Click account, go to authorisations, de-authorise computer, sign out, sign in, authorise computer again. Then your iCloud library should be working."

I have a Numbers spreadsheet that I have previously setup to use Collaboration with my wife. A few weeks ago, as I was editing the spreadsheet on my Mac, Numbers told me that it couldn't connect to iCloud, and any changes I make won't be shared. I figured it was a temporary issue and would fix itself.
Last week the issue still wasn't fixed. When I open the spreadsheet on my iPad, everything is fine - it connects to iCloud and changes are uploaded. I tried creating a new spreadsheet and sharing it with my wife (I chose Messages as the sharing option), but after pressing the Share button, Numbers displays an error: "Sorry, your invitation couldn't be sent." If I use the "Copy Link" option, it also displays an error ("Sorry, people couldn't be added."). It works fine to share a spreadsheet from my iPad.
Tried both my iPhone and iPad and got the same error. The exact video setting I'm using is "XAVC S 4K 30p 100M". The error I got was "Airdrop failed to save, use iCloud storage instead?" Exporting jpg files works fine so it's not unlikely a general AirDrop/network issue. I tried to Google it and it looks like it's related to the video format. Wondering if anyone has encountered the same problem and knows how to resolve it, preferably without having to converting the original video in some way first.
Anyway after the usual reset network settings etc advice which didn't help, they finally got me to restore the iPhone and set up as a new device. This worked to resolve my issue with 1Password (and the other apps I found that were also not syncing over 3G, i.e. "Audio Memos" and Readdle "PDF Expert". So yay, it is all working now, but wow what a rigmarole to get here.

It is generally recommended that you never work/save directly to a network drive/flash drive/cloud etc as any fluctuation in the data transfer while saving can leave you with a corrupt file.

Your results should roughly be in the vicinity of the stated speed on your internet service provider (ISP) plan. Try a new browser with cookies cleared on another place. The error is mostly related to the issue of IP address. Apple thought there were multiple accounts being created and you are abusing the registration system. If possible, do this on a mobile network with your phone.
I too had the same issue. I tried doing the resets, no success. Called CS...they did not have a clue. I spent a half hour on the phone, finally they tried some "switch" on their network... IT WORKED! I asked what the issue was and she said, "it was a switch on our network." So, if you have the same issue, I would immediately say something about the switch, maybe it will save you time as some of their reps are CLUELESS!
If your network connection is unreliable or experiencing issues, iCloud might refuse to play with you. To avoid the iCloud photos not loading issue make sure that your Wi-Fi is up and running and you have stable access to the internet. Reconnect to your WiFi just in case.
