Did the MLC Tell You About the Pension Bill?
Dear Union Leaders,

After we won the Bentkowski case in spring 2023, Henry Garrido DC37 and Michael Mulgrew UFT started the NYS legislature working on a pension bill to re-amortize the payments the City is required to make into our pensions.  The bill was to be effective 2024.   Seems it didn't make it in the budget but it came back NOW and we saw it.   You can see it here.  https://www.budget.ny.gov/pubs/archive/fy26/ex/30day/ppgg-artvii-newpartff.pdf

The NYC Council Budget Hearing also had testimony on this issue between Finance Chair Justin Brannan and Comptroller Brad Lander.

What would this do?  Reduce the City's obligation into our pension from 2024-2033 at which time the payments pick up and continue with balloon payments through 2044. By then, Henry & Michael will be long gone and sipping margaritas somewhere.

It increases the City's liability from $11 Billion to approximately $18 Billion.  Why do this?  According to the legislature, they wanted a cash infusion to the Health Insurance Stabilization Fund.  I am told Henry admitted to the Delegates of DC37 if he didn't do this premiums would be coming. There are better choices.

Did they tell any of you in NYCERS, TRS, or BERS?  Or that Fire and Police Pension systems are not involved?

Probably not.  No union leader we asked knew.   This is not a stand-alone pension bill, it is literally BURIED IN THE BUDGET.

First they leveraged all of you into repeated increasing copays, deductibles, narrow networks,, networks within networks, then forced your retirees (and you) into Medicare Advantage, continue to lobby against the retirees legislation to protect their traditional medicare, strip all plans away from active and retired to force us all into ONE plan, now they leverage our pensions to fix their screw up.  And you didn't even know.

You want to get on board helping us fight back?  The door is open... as we are fighting this now too.

You would think a bill that protects your healthcare from being diminished from failed labor leaders like Henry or Michael would be great so you can retire and not worry.  We drafted this bill in the likeness of Article 5/Section 7 of the State Constitution that protects our pension. S3607/A4639. Henry is lobbying against that too.

Then the AFL CIO tried to change the language of our state bill this week to say they can diminish a retirees' benefit by diminishing it EQUALLY FOR AN EMPLOYEE.   I guess they want to keep screwing your members - active & retired.  Not only did I say hell no, as that is what the MLC has done for the last 10 years, I said HELL NO and tell Henry and Michael to KISS MY ASS IN MACYS WINDOW.

You may enjoy getting screwed repeatedly - we don't and we are retired -  But I will fight this now too.   And while we are the only ones fighting back like labor should with a handful of unions who we appreciate for doing so, we want you all to get on board. UFT & DC37 should be removed from the MLC immediately and your voting structure changed.

They did this pension bill UNDER YOUR NOSE FOR THE LAST 2 YEARS after lying about the Medicare Dis-Advantage plan.

Join us please.   Or there will be no unions left in NYC if this keeps going.
