Release of Ganeti 3.1.0-stable

Hey Everyone,

we are happy to announce the official release of Ganeti 3.1.0!

It has been quite a while since the last 3.0.x release and the codebase has seen many improvements since then. For a detailed list please check the NEWS file, but most notably:

- many improvements in the Haskell ecosystem (adapt to current GHC versions, fix long standing htools-related bugs etc.)

- support recent Python versions up to 3.13

- replaced all usage of the Qemu "human monitor" socket with QMP

- switched from traditional Qemu storage configuration to "blockdev"

- (non-live) KVM instance migration between clusters has been improved

- updates to the documentation

Give the new version a try, update your clusters and let us know if there are any issues!
