Gammapy release v0.9

Dear all,

Gammapy v0.9 is out.

Thank you to all that contributed!

This is mostly a bugfix release, we’ll just mention it on the Gammapy mailing list and Slack, not announce more widely.

If you use pip or conda and have an environment already and just want to update, this should also work:

pip install -U gammapy

conda update gammapy -c conda-forge

Please try it out and report any issues you find on Github.
