Gammapy release v0.11

Dear all,

we are happy to announce the release of Gammapy 0.11. Thank you to all that contributed!

This is a small release: it is just announced on the Gammapy mailing list and Slack.

If you use pip or conda and already have an environment you just want to update, this should also work:

pip install -U gammapy

conda update gammapy -c conda-forge

Please try it out and report any issues you find on Github.
