Gammapy v1.0 release

Dear Gammapy community,

almost ten years ago the first lines of Gammapy were written and released on GitHub. Now, 19,000 commits, 20 minor versions, many API changes and 1 song later (https://gammapy.org/gammapy_song.mp3), we are happy to finally announce the release of Gammapy v1.0! A big thanks goes to to all people who contributed, not only to this release, but throughout the whole history of Gammapy. You all helped to improve the project and make it successful!

Starting with v1.0 the project will enter a new release cycle with bug fix releases, minor releases every ~6 months and long term support (LTS) releases every ~2 years. Details of the new release schedule can be found here: https://docs.gammapy.org/1.0/development/pigs/pig-023.html

Gammapy v1.0 comes with some new features, bug fixes and most importantly an improved infrastructure to simplify future maintenance and improve stability. The complete log of changes can be found here:
