A lot of folks within academia developed simulations over the past 15 years but haven't migrated into gaming territory per se (and probably should). I would suggest using the following search string within google:
"simulation" "role play" "health" site:.edu
Within google scholar, I notice a whole lot of results for health care simulations. I have listed a sample below. Everyone has access to the abstracts; if you need free access to some of the full articles, just let me know and I'll grab them. Local libraries might also have full text for google scholar.

Thank you for what are definitely some good suggestions, although I
think these are a bit different from what we are planning to develop.
However, I might have a misunderstanding about how these games are
modeled.
Our "game" is really more like a system dynamics simulation, in that
it is modeled after real-world health data and aims at simulating the
interaction effects and feedback loops that are present in the US
health system.
Perhaps the major difference is that the focus is on the inputs and
outputs of the system, rather than on entertaining gameplay. Players
adjust the variables in order to see the system outcomes. In this
sense it's less like a game than a system dynamics simulation,
although we like to think of it being used and thought of like a game
in that there are ways to "win" - health costs going down, patient
outcomes improving, and "lose" - costs rising, outcomes worsening.
Maybe "game" isn't the best word to describe it, even though we are
trying to design ours so that it can turn a serious/dry subject into
something engaging and visually interesting. I'm curious if there are
other system dynamics simulation games that people have come across?
It sounds fascinating, and potentially extremely useful, what you are doing.
We have a tool to create 'Technology Enhanced Roleplays' (TERPs) that I
eventually want to be able to tie SD and agent based models into. Some work
has been done on the interface, and we might be able to help you. But the
simulations we create don't look a lot like games.
