Additionally to the answer by @Victor, since Windows 10, Ctrl+V (and its companions) can be enabled using the console option Enable Ctrl key shortcuts (I actually believe that the option is enabled by default).
Set of available shortcuts is shared among the features and is limited not to overlap with shortcuts associated with built-in features of WinSCP. The available shortcuts are Ctrl+0 through Ctrl+9 and Shift+Ctrl+Alt+A through Shift+Ctrl+Alt+Z.

While the Commander interface tries to preserve standard Windows keyboard shortcuts, where possible, some of them collide with the original shortcuts of Norton Commander. In such cases meaning from Norton Commander is preserved by default.
