Module versions when upgrading

Are the module versions in the upgrader expected to increment with upgrades to the latest 3.1.3/3.1.5 versions? 

I seem to have completed the upgrade to 3.1.3 (will step to 3.1.5 once this is confirmed working) from 3.1.0. The dashboard indicates v3.1.3 but the upgrader does not show any module number differences to upgrade. I ran the upgrader just to be sure, but I'm not sure anything happened.

Is this expected or did I miss something?

I think I've answered my own question: no, they will not increment as the module.info file in each module folder contains the same, previous version numbers.

I believe the recent(ish) updates are just to the core of G3 and don't really impact the modules.

Most of the modules haven't had code changes in years and continue to work ok.  Also, any small fixes could have been done by someone who didn't bother to update the version number.

To the best of my knowledge, the different "upgrades" were mostly changes necessary to keep Gallery 3 running under each then-new version of PHP. Early on Brad's first upgrade did include a new html5-based image uploader, which totally replaced the old one in Gallery 3.0.9 -- which relied on the terminated Flash protocols, something Adobe had officially abandoned by then. As has been said, most modules are standalone units that only get updated rarely and then usually only in a very minor way, so there is no reason to give it a new version number (although that would probably be the best protocol to follow in a perfect world).
