Not to be cute, but this sounds like user error. But maybe not, we need more info:
First, what browser is he using. I would suggest for the following test that he switch to Firefox and keep it there. The Chrome and Edge browsers are for kids and include all kinds of security traps and, worse, hidden tracking tricks they insert into log-in procedures -- ostensibly to protect those users from illegal access, but in fact they screw with the apps own login expectations and can cause the kind of strange issues you report, like working for a while and then suddenly mysteriously stop working. So, if you get him on Firefox then try these steps (in order):
1) Do you have other non-admin users? If so, are they having the same problem? If none of them are not having a problem, and you yourself can pretend to be him and can login with his credentials then it has got to be user error -- either he's not entering the user name and password accurately -- or the browser he is using is causing the problem and there's nothing in the Gallery code we can change to fix that. See the above about why people should always use Firefox.
2) If he is the only non-admin user, then the easiest thing to do would be for you to go in as Admin and change the non-admin user's password. As part of the test make the new password incredibly easy. Let him try that and see if it works. If it does, then go in again and change his password again, this time to something a bit more complex, but still easy. If he's non-admin it would not be a disaster if his account was compromised -- it can be deleted easily.
3) If the above did not resolve things, then the only thing left to try is for you to go in and completely delete the non-admin user's account. Then go to the maintenance dashboard and run the complete suite of maintenance routines -- hopefully getting most records to check out OK. Then go back and create a completely new non-admin account with a completely new log-in name and password. Let him try that. If this last procedure doesn't work, then I don't know of anything else to try.

I initially had him clear his browser cache and I also cleared the server cache and enabled development mode in cPanel using Cachewall - this seemed to clear his problem but this has now started happening again unless he switches to the Edge browser. Errors are reported in the log below.
