I'm so sorry, Hobbit. I seem to recall seeing plenty of 8's, 9's, &
even 10's go by when the galaxy was created, so they gotta be out
there somewhere.
I might note (especially to the newer players) that you've got to
CHART an awful lot of stars to get "enough" of those high-PV ones, so
every star you don't chart is potentially a missed-10 opportunity.
I'd recommend sending out lots of extra scouts with CHART orders to
find the ones worth early colonizing. Of course, you still have to
balance that with military needs as well (including possibly angering
your neighbors), so expect to be high on economics and low on military
or vice versa -- it's impossible to be high on both this early in the
game.
It looks to me like someone is really going to town with the empire
percentile in this game, too. This early in the game that number is
DIRECTLY related to CHARTs and COLONIZEs. The more you CHART &
COLONIZE (and the earlier you get SHUTTLEs to them), the faster your
percentile grows. Military building does nothing for you with those
percentiles. You only get payback from that later in the game when
you start conquering other people's territory (or keep yours from
being overrun). So if you're driven to improve your early percentile
at all costs, concentrate on economics early in the game. Of course,
you can just ignore the early percentile numbers and just take what
you want later on. The percentile will stabilize over about the first
game year anyway as the whole galaxy becomes colonized and wealth
begins to be measured more in possessions than in potential -- that's
when you need to look and see how well you've been doing.
