Newbie games?

When I get the time I'm going to be adding options on the web site for
signing up for customizable games. But all the talk about newbies got
me thinking about adding a restricted game type for beginners only.
That way they don't HAVE to be thrown into a shark tank if they don't
want to be. Such games would take longer to fill (because you have to
have lots of beginners to fill them).
Does this sound like a good idea to anyone? If so, how can we enforce
the restriction on being beginners (so sharks don't sign up in
disguise to eat them)?
