Dear Solar Supporters and Friends of Global Green USA,
Last week, the CA legislature passed AB 1383, the Solar Low Income Housing
Development Revolving Loan Program bill authored by Assembly Member Fran
Pavley and sponsored by Global Green USA. This bill is now headed to the
Governor's desk. YOUR SUPPORT IS NEEDED IMMEDIATELY TO URGE THE GOVERNOR TO
SIGN THIS BILL.
Although SB 1/Million Solar Roofs unfortunately died in the Assembly, AB
1383 is important as stand-alone legislation to ensure greater equity in
California's solar program and as a step in the right direction to creating
a large solar market in California. Currently, the state solar rebate
program provides $3.50/watt for affordable housing developments. Even with
this generous incentive, most low income housing residents, many of whom
live in multi-family rental housing, have difficulty taking advantage of
this program.
AB 1383 creates a low-interest loan fund that may be accessed by developers
of low-income housing so that residents can benefit from direct rooftop
solar on their units. Solar energy is beneficial because it provides clean,
distributed generation and helps offset peak demand providing a more stable
electricity grid for California.
It is critical that the Governor knows of your support for this bill. A
sample letter is attached for you to send. You can also call the Governor's
office to voice support. The deadline for the Governor's signature is
October 9, 2005 however he needs to hear from as many people as possible
immediately.
