This is an ongoing issue and is very annoying. Whenever I open Spotify on my mobile, I get the notification of "downloading # out of # (93% complete)" or something along that. The percentage always changes as does the number of songs it is trying to download. I cannot see what it is trying to download to see if something is up with the song or playlist or what. I will turn of wifi and have mobile data on and change the setting to allow downloads over data...and it still doesnt fix it. I have given spotify access and permissions to everything. The only time I can get it to go away is if I clear the cache. But as soon as I open Spotify it does it again. This issue is not only an eye sore of a notification, but makes me nervous that it's draining battery life and whatnot.
I have tried in the past to Uninstall and reinstall, but that doesn't always fix it. Plus, I have over 30GB downloaded and would prefer not to have to always reinstall the app and re-download all them songs. What can I do to fix the constant "downloading songs" notification?
The downloading seems to be a constant loop that never finishes. As you can see from the pictures, I screenshotted 11mins apart and the downloading notification is the same. No more songs were downloaded in that span. Which seems to indicate something is broken between Spotify and android.
Hey I actually found a reason as to why my android was having the same problem as you were describing. It turns out I was subscribed to a Radio-Playlist for some song and I had marked to download it, this was causing this issue and notification in the pull down tab to go away. And it has yet to come back since I have unmarked the radio list. Hope this helps, mostly because the customer support for isn't up to snuff on their own app.
We'd also recommend running a clean reinstall of the app. Please follow the steps from this Spotify Guide exactly, as this will assure that all app data is cleared completely, before reinstalling. Note that you'll have to re-download all songs after this.
I have the same thing going on. I have only 2 small playlists downloaded as Spotify just kept downloading and increasing the space it was using. Yet when I go to downloads it claims there's only the 2 lists. Why then does it keep downloading and taking up more space? I did the complete uninstall and reinstall and it is slowly growing again!
Multiple times a day (and this is getting annoying as I am used to it happening every once in a whilst but now it's way too often) the spotify app, whilst closed, will start downloading in the background even though I have nothing new on there. I find myself with an unswipable notification that says "downloading 9,708 out of 9,800 (99% complete)". It's always exactly the same message, at 99%.
The only way I found to make it go away is to open the app, wait a little bit, close it, open it again a 2nd time and then it goes away. But it keeps coming back at random times throughout the day and never stops on its own.
I seem to be having a similar issue and I can't figure out why. Every day Spotify decides to start "downloading" my entire liked songs playlist. If I let it finish it will usually be fine for a while until the next day it will randomly start again at some different percentage completion. I've checked storage space it's using and it's not changing so it's clearly not actually downloading anything. It thinks it's downloading new songs but it's clearly not. The downloading moves much faster than it does when actually adding a new song to be downloaded so it seems to be some bug where it's temporarily not recognizing the download and then finding it again.
As you mentioned you're using an SD-card, keep in mind that corrupted cache on it can cause different issues with the app's performance so we recommend removing it, clearing Spotify's cache and giving it a reinstall and then downloading the content again, directly on your phone's storage without the card to see if the issue persist.
Thanks for the reply. We still need to test and see if the behaviour is related to the SD card. Please try these steps and then download at least some part of the library to the internal storage just to see if this makes a difference.

We hope you don't mind us replying in English. It sounds like something might've happened with your offline devices. We suggest that you remove all your offline devices from your account page and then reinstall the app. Keep in mind that you'll have to download your music for offline listening again.
There's nothing wrong with that - we're just asking you to remove all offline devices and then readd them, because this can often resolve the issue that you are currently experiencing. Could you give it a go and let us know if it works?
Just to confirm, are these Spotify files which you have saved for offline listening and which are being stored on your SD card? Or are they local files which you are trying to import to your Spotify library from an external source?
If so, then bear in mind that these playlists are constantly being updated, so it is possible that, if you have downloaded one of these playlists for offline listening, these songs are also removed from your downloads.
The reason is that sometimes a network can have a weak connection, or in any case there might be something wrong with it which prevents Spotify from carrying certain functions out currectly (such as downloading songs to your device).
If Spotify works normally on one network but not another, then it is possible that something is wrong with the second network and that that is where the issue is, rather than with the Spotify app itself.
I've attempted to download songs to listen to offline but they continue to fail and show up with white exclamation marks but are still continuing to give me the notification that it is downloading without progression.
If possible, could you let us know if you're able to replicate this issue when you log into your account using a different device? You can also ask a friend or a family member to log into their account using your device to see if it happens too.
Well downloads work on my computer (windows 10) and I don't know anyone else who owns a premium account. I've tried the soft reset but it hasn't changed the current situation. I've collected some screenshots of the situation.
Can you try with another internet connection to see if the issue persist?
On another note - did you follow these steps when you reinstalled the app? This is different from a quick reinstall and could be helpful to get rid of any cached files that might be causing trouble.
If you did and it still doesn't work, can you have someone log in with their account on one of the devices - such as a friend or a family member to make sure it's not account related?

I tried wiping cache, storage and completely reinstalled the app on 2 android devices but still no luck. I also reinstalled spotify on my desktop and reset my router. Nothing works This is a problem since a few days.
You should be able to switch all your your devices to a different internet network, such as a mobile hotspot. Also try disabling any Firewall software and making sure Spotify is allowed through the Firewall settings.
Note that @Basilisk6 resolved the issue by removing his SD cards before running a clean reinstall. If you're also using external memory cards, could you run the clean reinstall once more, this time with the cards taken out? Try synching your local files anew before inserting the back into your phones.
I've tried everything in this thread. But the podcasts that won't download and just show a white exclamation mark, also will not play. There is no rhyme or reason to which podcasts will download and play and which won't.
The behavior you're describing could be related to this ongoing issue which is currently being investigated, so feel free to check it out as we'll be posting updates there. You can also try downloading/playing podcasts on another device to see if the issue persists there.
Can you let us know if this is happening with every playlist you try downloading, or just a specific one? Note that your device needs to have sufficient space in order to download content. In most cases you'd need to have at least 2 GB of free space in for the app to function normally. Also, pay attention if you get an error message when you hit the Download button. It's possible that you've exceeded the Spotify offline device limit, which is 5 active devices.
This problem started to appear a week or two ago on my android (galaxy a52). I am trying to download podcasts when I get the exclamation mark on some of them, and it is always the same ones that gets it.
