Black hole evaporation

Having read a few articles in the popular scientific press (namely,
New Scientist), I understand that black holes may "evaporate" by means
of Hawking radiation.

My question here is how would this manifest itself?

Okay, my reasoning here....

I imagine a neutron star being fed one particle at a time. Rather
like Monty Python's Mr. Creosote accepting one last wafer thin mint,
the addition of one extra particle would tip the balance and the
gravitational force cause the neutron star to collapse into a black
hole.

So what is the reverse process here?

I can think of 3 fairly broad options:

a) Emitting a photon will tip the balance the other way, and all the
matter inside the black hole will suddenly re-emerge as a neutron star

b) Emitting a photon will tip the balance the other way, and all the
matter inside the black hole will emerge as a burst of energy or
matter or something...

c) Collapsing into a black hole was effectively a one-way process.
The black-hole can continue emitting hawking radiation until it has
completely evaporated.

Okay, I've no idea whether a), b), and c) are likely outcomes, or if
it's something else. Happy to be told...

If it is a) or b), then presumably there should be some characteristic
signature for such an event that would be observable here on earth -
if so, what is it and has it ever been recorded.
