Why is there a light in the refrigerator compartment, but not in the
freezer?

Because the colder temperatures in the freezer slow the photons down,
making the compartment dark. Like, duh.

Perhaps more interestingly, why do you suppose this characteristic is
limited to Georgian fridge-freezers?

Because you bought the wrong refrigerator? Many side by side models
have lights in both compartments.....

Either it is broken or you have a cheap refrigerator...

I'm very concerned about this problem sweeping the nation.
I promise, if elected governor, I'll pass legislation strictly
regulating the lighting of freezers as well as refrigerators...

Charles, it is amazing the length those jokers in the refrigeration
design business will go to to get you to ask this question!! This is
a good example of long-range practical joke planning on their part!!
They waited 50 yrs, and prayed for the internet to get this on across!!

In reality, did you ever freeze a lightbulb & then try to use it??
Basic reason for the problem. In commercial applications, they use
extensive insulated protection for the bulbs, in order for them to
function. In home refrigerators, though, their isn't generally much
space to spare for this application, and it is felt by the designers
that you will typically be in a lit room when accessing, so rather
than eat up any valuable freezer space with a functioning serviceable
lighting mechanism, they forego it.
