Great that you have  submitted your full paper (Paper#: 98  Title: Dynamic Traffic Controlling System)
in the extended period of paper submissions (on 17th of January) in IEEE format.

I shall answer your important questions directly first, and then, I encourage you to read
my notes about APCASE 2012.

Ad 1. We see your submission as a full paper (it is in IEEE format) but we still require your extended abstract.
If you insist we shall convert it  into a single column, Springer's LNCS format (see the attached template).

Ad 2. Do we need to resubmit it before 28th of January.
Yes. Please resubmit the paper ASAP.  The paper will benefit from adding to it comments on paper's/your work unique contribution, experimental results, innovation and commentshow your work compares/differs to other similar work. These aspects are not covered well in you paper, making it weak. These might be possible reasons behind why there were
not too many reviewers keen to bid  for a review of the paper  or provide you with a feedback.
As a chair and a person who cares, I'd like to see you being successful., hence my honest comments,
as this is not a blind review.

3. Yes, indeed there is only a single review (Masked Reviewer ID: Assigned_Reviewer_1) in conference management system.
This makes me uncomfortable and we shall provide additional review after we receive your improved submission.
We shall provide more reviewers but it takes time. In the meantime, you can improve the paper and submit an improved
camera ready version. Do it ASAP.

Here are some of my general notes, please read:

Note, that APCASE 2014 is a gateway for submitting your paper for several publication streams and indexing.
You are invited to attend the conference, and minimum you will have a publication in the conference proceedings (ISBN number).
As stated at  the home page of the conference, the conference is  technically sponsored and supported by IEEE
(i.e. "The publication in IEEE, which requires a strict review process prior to a submission to IEEE Xplore.
 IEEE papers need to be thoughtfully peer-reviewed before submitting them to IEEE Xplore.)

At APCASE 2014 we like to see people learn and grow, the organisation of the conference has an open format
and it is not a money grabbing exercise. At APCASE 2004 authors can submit papers in two streams
 (two sets of publications) or even both. Thus we have advertised (with the IEEE support) that at first
we have papers are accepted for presentation at the conference based on a 2-3 page extended abstract.
Your paper was accepted on that basis, at first.

We shall provide reviews for IEEE submissions very soon before we submit these papers to IEEE Xplore.
We have 1 month after the conference to submit the IEEE recommended papers to  IEEE Xplore.
Note, we need to perform sanity checks and plagiarism (run through the submissions Turnitin or alike programs)
to save the trouble for you and us. Reviews and these formal checks take time and we would prefer to do these
checks on camera ready/final submissions. Your submission is not camera ready,  as yet. We hope you could
send us such a copy after our approval for the conference attendance. Also, we have asked you for a submission
of your extended abstract to be able to include it in APCASE 2014 conference proceedings (a booklet
in the recommended Springer's LNCS format). This condition is not met, as I can see it in our CMT system .
We can do it for you automatically, however it seems, you have not followed the instructions well.

In Springer's publications stream we have 2-3 months to finalise the process within IEEE stream we don't have such
a comfort, hence a delay due to the fact your submission came to us in the extended period and we have
less than 1 month to deal with a flood of submissions.

Indeed, there is only one review in CMT, with one recommendation for the paper
to be accepted for a presentation at the conference. There are more reviewers allocated but they are slow
with their responses due to time pressures.

It is clearly stated  on the website,  our notifications, etc. that we require an extended abstract for inclusion
in APCASE 2014 conference proceedings. Your full paper submission was in IEEE format and it is fine.
We  can make an extended abstract for you out of the IEEE submission ourselves and include it all, as is,
in required Extended Springer LNCS format in the conference booklet (with an ISBN number).
See the attached as a template. If you prepare it for us, as recommended, it would mean you are truly attentive
and actually mean business to attend and participate at APCASE 2014. There is a group of you
listed on the paper so it should not pose a challenge for you, hopefully.

There is a one review in conference management system and it has mentioned that paper is accepted. As it is optional to submit an abstract in IEEE format, we didn't submit an abstract. But this mail is mentioned that our extended abstract is accepted.

It would be great full, if you can clarify following things,
1. How do you account our submission as an abstract or Full paper (It is in IEEE format)
2. Do we need to resubmit it before 28th of January.
3. There is only a single review (Masked Reviewer ID: Assigned_Reviewer_1) in conference management system. Are there any other reviewers assigned to our paper or is it already accepted.
