Hi fxruby hackers,

new version 1.6.25 is out. Windows users will enjoy a much faster application startup. Have fun!

* Windows: Fix slow loading of fox16.so by using a more recent mingw-w64 compiler
  (reported by Allen Doug and Igor Jorobus)
