On windows you can always install containers manually and then join the fabric, using the fabric:join command.
When you want to create ssh containers, you actually need the following stuff:
i) sshd running
ii) java 1.6 installed
iii) gnu tar
iv) curl
v) bash shell
You may be able to get it working on windows if you install cygwin or something similar, but this is not supported or even tested, so you'd have to trailblaze it.
