When you install gdk-pixbuf-2.31.5, the server is down mirror.nbtelecom.com.br. As I can change or delete mirror.nbtelecom.com.br ?? Or in his case, manually install gdk-pixbuf.

Please, report this on bugs.funtoo.org. It makes sense to mirror sources for this ebuild as it coming from funtoo overlays.
