Backport to java 1.7, new artifacts for java 1.8

Hi all,

I'd like we target java 1.7 instead of 1.6 for the upcoming release (4.7).
Rational is for ease of development and security: JDK6 is (almost) not maintained anymore and having it on my machine is cumbersome. This will also allow us to use jdk7 new APIs (http://www.oracle.com/technetwork/java/javase/jdk7-relnotes-418459.html) when it makes sense.
Also android support java 1.7 since 2013 I think.

Please comment if any objection.

Along with that change, we would publish artifact targeting 1.8, allowing users to benefit from java 8 default methods when defining Monoid/Ord etc. (see https://github.com/functionaljava/functionaljava/pull/284)
