3.1 Release

I've taken the liberty of releasing the current snapshot as 3.1, and rolling the source version forward to 3.2-SNAPSHOT.

* Stream.length is now tail-recursive.
* TreeZipper.delete was flipping lefts and rights.
* Fixed naturalOrd Javadoc.
