upcoming 4.6 release

Given the amount of changes since the 4.5 release in Feb I am proposing to do the 4.6 release next weekend (June 18-19), so we have a week and a half to wrap anything up or get any other pull requests included.

I have not yet started compiling the release notes, when I do they will be available at:

Let me know if you have any issues to raise regarding the release or it's timing.

The ongoing development since proposing the 4.6 release means that the release is likely to be delayed one week to Sat/Sun Jun 25/26.

The 4.6 release notes are now documented at https://github.com/functionaljava/functionaljava/blob/master/etc/release-notes/release-notes-4.6.adoc.

We now just need to decide whether the HashArrayMappedTrie is ready to be included.  This needs to be reviewed by someone, my concern is the BitSet implementation is adequate, but not awesome.

Then we need to do the 4.6 release.
