If I have a primary and a secondary gmail accounts, and I've already paid for membership on the primary account, do I need to pay for the secondary one as well

Hi, yes you'll need to pay separately, the app sees the two accounts as two persons - it has no ability to detect they belong to the same person.

It's possible your secondary account is free to use, unless the app thinks it's "very active". You can also use the official app made by Google, it's always free.
