Hi Mandeep,
I am in a college which is under UGC regulations. In my case, the Governing Body of the college (which runs according to Govt. of West Bengal guidelines and as per University statute) is the appointing and controlling authority. I just had to take the release from my college GB and nothing else.
Have you ever come to know that NOC from UGC is required? If so, pl update.
Best
Sukhamoy

Hi Sukhamoy.
Thank you for your reply.
Even I read UGC guidelines today, there it was mentioned that a researcher may be granted duty leave without fellowship by the university only, if the researcher is going for some research. So, conclusion is it is a university or college level affair only. no NOC is required.
Take care
