I use ethernet for my 1DX bodies but for WiFi you are going to need to go into Win 10 settings, choose windows security and then firewall and network protection. That will pop up a new window and one of the options in this window allows you to choose which apps can get through the firewall and you will need to give access to whatever Canon app is being used to connect via wifi.

The main reason to do this over configuring TLS for RDP is that the firewall policy is easily audited for compliance (vs proving a buch of registry changes are compliant) and IPsec is pretty easy to configure in windows.

The windows firewall rules created using the by program method are usually successful for this type of operation. But as you have seen if there are some communications involved that are well-known standards ports then they may still be seen as separate from your program allowed setting in windows.

I checked the windows firewall: I granted access to internet for Arduino IDE and Auduino ide.exe (for both public and private access).
Java has a public access to internet
I suspended the internet monitoring activity of my anti-virus software (Nod32).

The intended NBU Windows client is a dedicated third party application software platform. It "sits" in a DMZ which was/is intended to be heavily firewalled. Networking folks claimed that they had temporarily disabled all firewall constraints in the interest of making the backups work. Communication from both the master and media servers to vnetd and the pbx ports were never successful. Eventually the application vendor was brought in and stated that they were aware that their product would not work with NBU without modifications to their server configuration. What those modifications would have to be were never stated. But, there was a warning that these type of modifications would void the support contract which is quite costly. So the reason why the PMU Connection Tester does not send the Enable Real-time Data command automatically is because it already sent the Send Config Frame 2 command and has not received the response. Because the PMU is sending and receiving data on different endpoints, your firewalls and NATs would be unable to automatically configure port forwarding for the UDP packets coming from the PMU. Have you checked your firewall configuration? Note that Wireshark can actually see UDP packets which are blocked by Windows Firewall.

With windows firewall rule i can not connect yet. I did a previously rule to Windows Firewall for that port 4713 and i think it is listenning when cmd netstats -aon. Now i do not know if the router connected through IPSec to mPMUs accept UDP ports.

Adding to the great answers above, after implementing all the firewall rules and the configuration file changes, it still wasn't connecting to my host's IP address. Then I realized I had installed pgadmin locally on the host that my postgres db was installed on. I didn't need to use the external IP address for the host, I simply needed to connect to "localhost" in the pgadmin connection process. Extremely frustrating but made sense. So, if you
