FRX2Any Returns Error Code 2

I have an FRX2any report that works fine when I run the form, but when I compile the project it returns an error code 2. I've tried to open the frx2any.CHM HTML help file but am unable to see the content. 

Any ideas what's going on here or what error code 2 is? Thanks!

Windows might block the CHM file. You will need to unlock it using CHM file properties form:

Does anybody know where I can find latest version of FRX2Any? Mine have some bugs and there are newer version without this bugs, but I do not know how can I got it.
