We submitted the attached letter this morning in response to the deeply disturbing actions of Border Patrol in Del Rio, TX. The letter calls on Acting Commissioner Miller to immediately instruct Border Patrol agents to cease the use of horses and lariats in response to Haitian migrants crossing the Rio Grande to seek protection and to pursue immediate disciplinary action against agents involved. Second, we call on DHS OIG to expeditiously undertake an investigation into the agency’s actions and examine the agency’s compliance with legal restrictions on the use of force, the existing CBP Use of Force Policy, and the adequacy of that policy to appropriately limit the use of horse-mounted agents, lariats, and abusive language. We also call out this as the latest chapter in a long racist history of immigration enforcement against Black immigrants and Haitians in particular.
