"Natural Resources Conservation Service (NRCS): The bill provides $1.03
billion for the NRCS, $7.63 million above the FY 2017 enacted level to help
farmers, ranchers, and private forest landowners conserve and protect their
land. The bill also includes $150 million for the Watershed and Flood
Prevention Operations programwhich matches the FY 2017 levelto support
needed investments in rural communities, in addition to $10 million for the
Watershed Rehabilitation Program, a drop of $2 million from FY 2017.
Farm Service Agency (FSA): The bill provides $1.627 billion for the FSA for
various farm, conservation, and emergency loan programs, $2.2 million above
the FY 2017 level. It prohibits the closure of FSA county offices, and
provides resources for personnel and physical security programs across
county offices. "
