Hi Bob, I was informed (22 Sept. 2014 @ 4:19 PM) that we are not to schedule any reservations for Yard's Creek Scout Reservation. Please inform anyone who may have expressed interest about potential future reservations that the facility is not available. The council has been advised that the BSA can not take on any activity or program that jeopardizes its ability to completely dissolve itself and reconcile its financial obligations. The transfer of YCSR between CNJC and First Energy is still in process. Though we don’t have any firm dates yet, an update received earlier this week from First Energy indicated that they expect the transfer to have in the next month +/-. Again, not a definitive timeline or date.
Once that happens, First Energy will be reaching out to FoYCSR to discuss the future of the property.
For now, no one is permitted on the property without an escort and explicit permission from CNJC, so we have not made any plans for any activities on the property, and won’t until after the transfer to First Energy.

YCSR is now available for use at the current time due to a policy change from BSA National. Once the transfer is complete between CNJC/BSA and First Energy, the property should be once again available for use by Scouts.
Stating that the camp is done is not correct or constructive.

I would appreciate it if some restraint were used before the rifle and shotgun ranges were dismantled for two reasons:
-I have a great deal of expensive signage and benches at these ranges. Plus, the two shotgun ranges were dedicated to three individual scoutmasters, whose troops would like the signs with their names.
- It would be a mistake to dismantle the structures as they can be used for a variety of events. I built them with that in mind. The rifle range especially is a large, well built, covered structure ( 60' x 30' ), that could be used for a number of merit badges and special events (e.g.Tote 'n Chip, Ordeal, etc.). Did anybody propose this to First Energy?
The ranges can be made non-shooting operational without such a drastic "tear them all down" approach.
It would have been courteous if someone had bothered to keep me in the loop on this plan given my 42 years of Boy Scout volunteering, 37 of which were spent at YCSR on building ranges, fixing roads, scrounging materials, and more.
By the way, does anyone know why First Energy is taking such an anti-gun approach? This could not be a spur of the moment thing.
I want frequent access to the camp to retrieve my safe and show prospective buyers my property. How do I get that as my e-mails and phone calls to Al Zack are not answered. I would like to know who is leading this current effort and how I can contact him.
One last point on safety and the transfer of the few firearms still stored in my safe. At least 4 of the 5 Remingtons have bad headspace and are a potential serious hazard if used as is. Fixing headspace is not a trivial task as some would like us led to believe. I spoke to two of Remington's top repairmen and both said that the barrels would have to be removed, pins re-drilled, barrels replaced with new ones if the current ones were not able to be refitted, headspace re-set and each rifle test fired with proof rounds.
As the Council Shooting Sports Program Director I have offered to accept ownership of these firearms, but have yet to receive any response. YCSR may never hear any gunfire from Scouts wanting to earn these badges, but my course is still running and I am willing to have a professional repair these rifles as well as check the others. Can I get them or not?

The reason reservations were broadly cancelled at both YCSR and KMSR is due to the liability insurance tiering in BSA. If a claim is filed, CNJC is the primary party responsible for payment. Once that level is exceeded, then BSA National steps in, and if that is exceeded it goes to an umbrella policy (think Lloyds of London). Since CNJC is effectively bankrupt, they are not able to meet their portion of the claim. BSA National made the decision not to step in to cover that portion of a claim. It's a sound business decision and one that any reasonable person running a company would make. We may not like the decision, but it's rooted in logic.
That said, you can still launch a hike on the AT from YCSR, but there is no formal program and no overnight activities until the camp is transferred.
FirstEnergy did provide a first draft of a transfer agreement this past Tuesday, so progress is being made.
