[Friends of Billy Goat Hill Park] Double Guard Rail will be installed along the street

We haven't been given detailed plans for the sidewalk construction along beacon street that is beginning this week so I am passing along information as I receive it. 

DPW is required to install a pedestrian guard rail in addition to the metal guard rail that already exists bordering Billy Goat Hill.  Ed Lee, DPW Project Manager for the sidewalk work for Diamond Heights, called to say he would like the residents to know about the the two guardrails so that it would not be a surprise.  Ed said the guardrail adjacent to Billy Goat Hill is an ADA requirement.  DPW plans to install 2 metal guardrails.  To try to be clearer, there will be a metal guardrail next to the street, then the sidewalk and then another metal guardrail

This doesn't sound very attractive but It sounds like a safety requirement.

I do not see how this makes any sense.  I do not see guardrails with other sidewalks across the city.

 

And it does sound ugly as sin.  We are gradually taking a beautiful park area and with our speed-humps, no parking signs, and guardrails turning into a something resembling a prison.

 

I do not think I have ever seen a single sidewalk in the city with 2 metal guardrails on its sides.

 

WE NEED TO SOMEHOW STOP THIS INSANITY.

 

Who do we write?  How do we reach Ed Lee, DPW Project Manager for the sidewalk work for Diamond Heights?

David. I couldn't agree with you more and I made my opinion known to DPW and they came back with a required by ADA response. I too have never seen such guard rails in the city. I hope that the neighbors have better luck than me.

Wow, this DPW news is confusing. I totally agree with you.
The only pre-existing metal guard rail is the one existing approximately from across the street from the Yesson's property, to approximately across from 445 Beacon. I don't recall there ever being a metal guard rail along Billy Goat Hill.Park itself. However, in order to be ADA compliant, does that mean DPW is going to remove the rustic wooden posts along Billy Goat Hill Park, and replace them with two ugly metal guard rails, one on each side of the new sidewalk, in addition to two similarly placed metal guard rails all along the rest of Beacon St. ?  With the DPW's logic, the same double metal guard rails would have to be placed along that portion of Bill Goat Hill across the street from the Park? Then the open areas along Beacon St. will have sidewalks resembling cattle chutes! We need access to more detailed plans, pronto!!! Talk about ludicrous.

I completely agree that this guardrail design  is ugly and ludicrous. 
Does anyone understand why the ADA requirements make sense?
The guard rails are prime targets for graffiti. If we cannot stop them completely at least DPW will have to have them cover them with anti-graffiti coating.

OMG - this is terrible. I called Grace back and told her that we have a very concerned neighborhood, we would like drawings, photos, and we would like a conversation with Ed Lee (DPW) as soon as possible. I'm supposed to get a call back soon.

I agree with you…what a “ludicrous” idea. 

 

Before we determine the best way to fight this idea, I think we need more details.

 

Precisely, where does DPW plan to build this double guard rail?

1.    Along the eastern side of Beacon Street between the Ehrlich home and the northern end of the existing guard rail across from 445 Beacon Street?

·       If so, would they tear down the existing wooden fence between the street and Billy Goat Hill Park?  

·       If so, let’s prepare to fight this at the appropriate levels.

 

2.    From the southern end of the existing guard rail at the end of the wooden fence to the top of the existing guard rail across from 445 Beacon Street?

·       If so, why even install a sidewalk that would be so steep that it would be unusable for disabled people in wheelchairs that ADA is trying to protect?

·       If so, why not install appropriate steps along this steep sidewalk so that it would be unusable by people in wheelchairs.  This would preclude the need for any guard rails.

Oops…..I just received Lisa’s email showing visuals of a guard rail that she has received from DPW.

 

Oh, my, when do we start the battle?

Way to go, Lisa!

Lita I think that the aesthetic requirements to preserve the original open space look and feel of Billy Goat Hill have not at all been considered. Zero.
This is obviously an essential part of the planning process which has been neglected.
