Hallucinated ocap paper?

The attached paper, 

"Skills as Verifiable Artifacts:

A Trust Schema and a Biconditional Correctness
Criterion
for Human-in-the-Loop Agent Runtimes"

includes the following citation. I don't remember any such paper, and the "technical report" without a number is suspicious as well. Note that Capability Myths Demolished has these three authors and, IIRC, was also "published" in 2003. But I don't recall it being made into a HP tech report.

Is it hallucinating, or does this refer to some actual thing?

Separately, from a brief skim, the paper might be interesting.

I didn't find myths demolished in 2001, 2002, or 2003, but I did find paradigm regained, https://shiftleft.com/mirrors/www.hpl.hp.com/techreports/2003/HPL-2003-222.html.
