Sealer/unsealer with capability certificates

Someone on the UCAN list is asking how to let someone delegate a capability without being able to use it.  One possible solution is rights amplification.  Another is sealer/unsealer.  Has anyone heard of an implementation of the latter using capability certificates?

Does not answer your question, but to clarify

sealer/unsealer is itself a form of rights amplification.
