Heads up.
I built a rather basic CSV Time Importer for Freshbooks.

csvtime2freshbooks is on Github. It's implementation falls in the
category of "the simplest thing that could work".

We have a time entry file uploader here too:

Our itDuzzit platform enables us to upload a CSV to any API call.
